Updated PowerShell help article

The PowerShell documentation has been given some much-needed attention. We now recommend using the Invoke-RestMethod Cmdlet over installing NuGet packages. There’s a new examples section where we publish inspirational ways of utilizing elmah.io and PowerShell.
